Case Project Description The proposed project will include redevelopment of the subject property, located at4141 Whitsett Avenue,Studio City,CA91604. The subject property is currently developed with a 9-hole pitch-and-putt golf course, a 24-tee driving range, an approximately 2,600 square foot golf clubhouse, a putting green, 16 tennis courts, and ancillary facilities, including a 500 square foot tennis house, over-in-height fencing, maintenance structures and facilities, lighting, signage, and surface parking. The proposed project will include the subdivision of the subject property into two lots--Lots 1 and 2. Lot 1 will contain the existing recreational uses and ancillary facilities to be updated and reconfigured, andLot2 will contain a new residential building with 200 dwelling units, associated amenities, and parking.  Redevelopment on Lot 1 will include minor reconfiguration to the footprint of the existing 9-hole pitch-and-putt golf course and the addition of safety fencing/netting in the southern portion of the golf course, ranging in height between 20 feet and 125 feet tall; relocation of the existing 24-tee driving range and the addition of a 125-foot tall fence around the driving range perimeter; replacement of the existing tennis courts with eight new, state-of-the-art tennis courts and two pickleball courts; addition of 113 parking spaces in a semi-subterranean parking garage beneath the tennis courts for use by patrons of all the recreational uses; retention of 22 existing surface parking spaces along Whitsett Avenue for use by patrons of all the recreational uses; removal and onsite relocation of existing golf ball light standards; interior renovation and minor exterior facade improvement of the existing 2,600 square foot golf clubhouse with inclusion of onsite alcohol service, 11 indoor seats, 42 outdoor, unroofed patio seats, and nine tables adjacent to the clubhouse to support new restaurant space; addition of an approximately 1,200 square foot tennis house containing tennis-related retail use, food service, outdoor seating, bathrooms, and lockers for tennis patrons; and addition of new walking paths throughout the lot. Redevelopment onLot2 will include construction of a new multi-family residential building containing 200 dwelling units within approximately 297,000 square feet of floor area. The residential building will stand a maximum of 41 feet in height (approx. 44 feet to top of stairwells), with three above-ground stories over one level of subterranean parking garage. Private amenities for residents will be provided in the building including an open-air courtyard, pool, spa, gardens, seating areas, dog run, bocce court, gymnasium, recreation room, and landscaping. Access and pathways will be provided on the south and west sides of the building allowing for connection to theLos AngelesRiveramenities and the recreational amenities on proposedLot1. A private driveway will also be developed on both Lots 1 and 2 to provide pedestrian, vehicle, and Fire Department access to the tennis facilities and recreational parking within the interior of the subject property. Demolition activities on the subject property will include the removal of 16 existing and outdated tennis courts to be replaced by eight new tennis courts and two pickleball courts, an approximately 500-square foot existing and outdated tennis house to be replaced by a 1,200 square foot updated tennis house, minor turf areas in the southern portion of the existing golf course, existing surface parking lot spaces along Whitsett Avenue, existing maintenance structures and facilities, and existing landscaping. The proposed project will also require the excavation of approximately 7,000 cubic yards of earth for the one-level semi-subterranean parking garage beneath the tennis courts on Lot 1, and approximately 63,000 cubic yards of earth for one level of subterranean parking beneath the proposed residential building on Lot 2. Approximately 42,000 cubic yards of the earth excavated for the residential building will need to be exported, while the remaining approximately 21,000 cubic yards of earth excavated for the residential building, as well as the 7,000 cubic yards of earth excavated for the parking garage beneath the tennis courts, will be retained and redistributed within the subject property. The proposed project entilements requested will include: Overall Subject Property Vesting Tentative Tract Map 74209 (VTT) to subdivide the subject property into two lots for condominium purposes to develop 200 residential dwelling units. Haul Route approval to export 42,000 cubic yards of earth fromLot2 (coincident with the VTT-74209). Building Line Removal to remove an obsolete 18-foot building line alongWhitsett Avenue(coincident with the zone change requested under CPC-2001-1331). ProposedLot1 (Recreational) Vesting Conditional Use (CUP) to permit the continued maintenance, reconfiguration, and reconstruction of an existing pitch-and-putt golf course, driving range, golf clubhouse, tennis courts, tennis house, and ancillary facilities, as well as the addition of pickleball courts, within the A1-1XL-RIO zone; the continued maintenance of existing and new over-in-height safety fencing and parking within required yard areas; and a reduction in a side yard setback to 10 feet in lieu of the 25 required by Code (requested under CPC-2001-1331). Conditional Use - Alcohol (CUB) to permit the sale and dispensing of a full line of alcohol for on-premises consumption as an incidental business and accessory to operation of an existing golf clubhouse, golf course, and driving range (requested under CPC-2001-1331). ProposedLot2 (Residential)  General Plan Amendment (GPA) from Open Space to Medium Density Residential (requested under CPC-2001-1331). Zone Change (ZC) from A1-1XL-RIO to R3-1-RIO (requested under CPC-2001-1331). Site Plan Review (SPR) for a residential development over 50 dwelling units (requested under CPC-2001-1331).
