A.  TRANSPORTATION ELEMENT IMPLEMENTATION PROGRAMS
An implementation program is an action, procedure or program which carries out General Plan/Transportation Element policy. The Transportation Element of the General Plan is implemented by a broad range of programs which encompass amendments to existing plans, ordinances, development standards and design guidelines; capital investments/projects; coordination of economic development / development review processes; and interagency / interjurisdictional coordination. This Chapter Section A describes each of the implementation programs and identifies the City agency(cies) responsible for implementation. Each program is preceded by the letter "P" and a number which are used as a reference in Chapter IV by the pertinent policy(ies) which it implements.
Section 6 of the City of Los Angeles Bicycle Plan (Chapter IX of this Element) also includes a list of implementation programs specific to the Bicycle Plan.
Program implementation is in large part contingent upon the availability of adequate funding. Funding is likely to change over time due to economic conditions and to fluctuations in the priorities of federal, state and regional funding agencies. An investment strategy for transportation infrastructure is presented in Section B of this Chapter.

P1 Amend the Community Plans, as part of the Community Plan Update Program (1) to reflect Transportation Element objectives and policies in the Circulation section of each Community Plan text; (2) to incorporate the Transportation Element Highways and Freeways system into each Community Plan Generalized Circulation map; (3) to identify pedestrian priority street segments; and (4) to identify transit oriented districts.

P2 As part of the Community Plan Update Program, develop Transportation Improvement and Mitigation Plans (TIMPs) for each Community Plan area which (1) set forth recommended measures to mitigate impacts of future traffic growth and (2) define neighborhood traffic management strategies to protect residential areas from the intrusion of traffic from nearby commercial and/or industrial development and of regional traffic. Recommended traffic mitigation measures shall be set forth in the following categories, as appropriate:
 
  1. Transit
  2. Transportation Demand Management (TDM)
  3. Transportation System Management (TSM)
  4. Street/Highway Infrastructure
  5. Parking Management

P3 Develop local accessibility plans (LAPs) for selected centers and districts which will exedite approvals of new development applications and streamline project review for traffic mitigation procedures. Each LAP should consider inclusion of each of the following components:
 
  1. Transit access component: to determine the appropriate minimum level of transit service/accessibility based on assessment of current and future conditions, and to identify actions to achieve that level of service/ accessibility.
  2. Pedestrian facilities component: to identify pedestrian circulation/ amenity needs and direct pedestrian access from transit facilities to adjacent commercial development.
  3. Shared-parking component: to identify locations and sizes of shared-use parking facilities to be utilized within the targeted growth area.
  4. Bicycle access component: to provide for safe and efficient bicycle access within the targeted growth area.
  5. Vehicular circulation component: to identify a menu of mitigation measures and provides for adequate internal circulation of vehicles, including delivery trucks.

P4 Review the policies of current plans such as the Port of Los Angeles 2020 Plan (Pier 300/400 Implementation Program) and the LAX Master Plan and where needed, resolve any inconsistencies with the Citywide General Plan Framework and Transportation Element.

P5 As part of the LAX Master Plan and the Van Nuys Airport Master Plan, define strategies to provide sufficient commercial and general aviation capacity as well as adequate ground access to aviation facilities to serve the passenger and freight air travel needs of the region, while minimizing the environmental impacts of expansion.

P6 Formulate/update street lighting plans to develop an inventory of nighttime visibility requirements for all streets in Los Angeles. Consider the following actions when developing/updating these plans:
 
  1. Correlate needs for nighttime vision with approved standards;
  2. Correlate existing conditions with the established needs;
  3. Establish the long term objectives for improvement of lighting consistent with City street improvement policies;
  4. Define and promote a Street Lighting Equipment Selection Policy to assure due process and maximum choice for communities of special street light equipment subject to their willingness to pay. Replace standard street lights and develop strategies to preserve historic street lights while replacing their original lumens with more energy efficient lights;
  5. Participate in national and international studies and programs relating to light use, management and control;
  6. Develop a data base of recommendations and model regulations which can be applied in various communities within Los Angeles; and
  7. Develop recommendations for financing and enforcing regulations for control of obtrusive light.
  When formulating/updating plans, determine appropriate regulations for private lighting to minimize or eliminate light pollution, light trespass and glare (obtrusive light).

P7 Prepare Scenic Corridor Plans, where appropriate, for designated Scenic Highways. Such Corridor Plans shall at a minimum: 1) define corridor boundaries; and 2)establish scenic/ development control measures to be applied to the public right-of-way which address earthwork/grading, planting and landscaping, signs/off-site advertising, utilities, and view enhancement.
  Schedule: Ongoing, as corridor plans are initiated by City Council.
  Responsibility: Department of City Planning, with assistance from the Departments of Public Works and Cultural Affairs.
Ordinances top
P8 Amend the Municipal Code to implement the policies and standards of the General Plan Framework and Transportation Elements. The amendments described below are representative of actions which may be required.
 
  1. Establish incentives to stimulate development and desired uses (e.g. mixed use, community facilities, affordable housing) in centers and districts as identified in the Community Plans and adjacent to transit stations/corridors
  2. Establish reasonable Crime Prevention through Environmental Design (CPTED) requirements that will help ensure maximum visibility and security for entrances, pathways and corridors as well as open space (both public and private), transit shelters and parking lots/structures. Such Code amendments should also address landscaping and lighting in addition to site design.
  3. Establish improved standards for non-residential buildings to include adequate loading dock areas and/or off-street truck staging areas, as appropriate.
  4. Revise Municipal Code provisions regarding parkway planting (LAMC 62.00 et seq.), as appropriate, to enable implementation of the Streetscape guidelines and standards set forth in Chapter VI-C. of this Element.
  Schedule: Initiate within 12 months of Element adoption, and ongoing, as necessary.

P9 Modify, as necessary, the Building Code to: (a) facilitate and guide the development of mixed use structures, and to facilitate the inclusion of school space, libraries, and other community facilities in such structures; and (b) establish enhanced standards for parking structures and parking garages in order to accommodate full-size vans (for vanpools) as well as motorcycles.

P10 Convene the Street Standards Committee to study and recommend Municipal Code amendments and revisions to Bureau of Engineering Standard Plan D-22549 and LAMC 12.37-H. to reflect the generalized street standards and guidelines set forth in this Element; proceed to process the recommended amendments and revisions.
  Schedule: Within 12 months of Element adoption.

P11 Amend the City's TDM ordinance (LAMC 12.26-J) to include: (a) preferential parking for zero-emission and alternate fuel vehicles; and (b) support facilities for zero-emission vehicles, as appropriate.

Development Standards and Guidelines top
The following may be implemented through (1) guidelines to be adopted by the City Planning Commission and/or City Council or (2) codification (ordinances) enacted by City Council:
P12 Formulate citywide development standards which:
 
  1. Require whenever practicable, driveway access to buildings from side streets or alleys in order to minimize interference with pedestrian access and vehicular movement (for properties with frontage along major or secondary highways).
  2. Require, whenever possible, off-street loading/dock facilities for all non-residential buildings, sufficient to accommodate the shipping and receiving needs of such buildings.
    1. Require expanded truck loading and turning areas on-site in industrial areas and for large shopping centers.
    2. Revise geometric design standards for street intersections in and around industrial areas with high truck volumes.
  3. Encourage transit friendly site design, where appropriate. (See also P9). This includes management of curb areas adjacent to transit centers to facilitate smart shuttles and taxi queuing.
  4. Protect lower density residential areas from the intrusion of "through traffic" by implementing neighborhood traffic management programs. These programs shall include measures to reduce/control speeding and measures (including partial street closures) to reduce traffic volumes on neighborhood local streets. Any proposed partial street closure shall be subject to approval by LADOT and the Los Angeles Fire Department.

P13 Further refine the Streetscape design objectives and guidelines set forth in this Element (Chapter VI-C.) through formulation of standards which:
 
  1. Set forth flexible, performance-based standards for alternative sidewalk and crosswalk paving materials/textures;
  2. Set forth specifications for location and type of street furniture which are flexible and performance-based; and which incorporate Crime Prevention through Environmental Design considerations;
  3. Provide clarity and predictability to all entities involved in implementing streetscape projects.

P14 Formulate local standards for designated pedestrian oriented and transit oriented districts to account for each area's unique characteristics

Capital Improvements/Projects top
P15 Continue to implement a five-year Capital Improvement Program (CIP) and to update it annually. This program will:
 
  1. Address the improvement of infrastructure and services utilizing information obtained from the City's Monitoring Program.
  2. Allocate funds for the design, construction and maintenance of public streetscape improvements.
  3. Prioritize transportation projects such that improvements are provided first in those areas in which growth is targeted and where deficiencies exist.
  Schedule: Ongoing; every year with five-year projections.
  Responsibility: Departments of Public Works and City Planning; LADOT; CAO; and other appropriate City agencies.
P16 Pursue the following Transit programs:
  a.  Collaborate with other local and regional agencies to expand Citywide bus and shuttle service miles each year to support increases in transit ridership.

  b.  Work with LACMTA to increase and improve transit service along high-demand bus routes and corridors in transit dependent areas to reduce bus overcrowding, and to implement transit priority arterial streets as designated in Chapter V. B of this Element; coordinate with adjoining jurisdictions.

  c.  Along with LACMTA, provide additional express bus and local bus service along major transit corridors in anticipation of future rail service and to reduce congestion in the thirteen (13) identified most heavily congested corridors (cf. Chapter II of this Element).

  d.  Provide shuttles and other services which increase access to and within regional centers, community centers and districts as well as along mixed-use boulevards.

  e.  Implement one supplemental program per year, as funding permits, to provide enhanced transit service between residential neighborhoods in economically disadvantaged areas and work opportunities.

  f.  Actively support (1) completion of the baseline rail system described in Policy 2.12 of this Element by 2010; (2) commencement of high capacity transit service in the East-West San Fernando Valley corridor by 2010; and (3) commitment to the four City priority corridors for high capacity transit service post-2010.

  g.  Continue transit restructuring studies on a periodic basis to reduce the cost and enhance the effectiveness of transit service; coordinate with adjoining jurisdictions.

P17 Pursue the following Transportation Demand Management programs:

  3. Develop and implement a comprehensive citywide or regionwide public education program to promote ridesharing and carpooling.
  4. Encourage businesses to implement telecommuting, flextime, and tele-conferencing.
  5. Require new development projects to include bicycle storage facilities.
  6. Design and implement a plan for transit priority arterial streets.
  7. Implement shuttle bus programs to serve transit stations.
  8. Implement the City and LACMTA bicycle plans.
  9. Implement parking pricing and enforcement strategies.

  c.  Encourage regional agencies to consider the following measures when developing regional TDM programs for non-work trips:

  4. Expand the bikeway system, improve bicycle access, and provide bicycle parking facilities.

P18 Pursue the following Transportation System Management programs:

  3. provide preference to HOV's.

P20 Pursue the following Parking Management programs:
  a.  Develop and implement a Parking Awareness/Promotion program to increase acceptance of parking management by the general public.

  b.  Implement shared parking, peripheral parking, and parking pricing programs in major employment areas and mixed-use districts.

P21 Fund and implement streetscape improvements by:
 
  1. Establishing a priority funding program for streetscape improvements in regional and community centers, and along pedestrian priority street segments.

  3. Working with the Department of Public Works to improve the visual appearance of streets by:
    1. Permitting street trees to establish full canopies; and
    2. Continuing to underground utilities consistent with City guidelines and regulations.

P22 Continue operating and refining the existing computer-based Pavement Management System, which develops models to predict current pavement life cycle for each segment in the City's 6,500 mile system. Based on these models, develop optimum maintenance strategies to preserve the street system to the maximum extent permitted by the resources allocated for this purpose.

P23 Continue utilizing a variety of cost effective maintenance techniques to more properly maintain streets in a perpetual good to excellent condition, with an emphasis on providing major maintenance in the form of full-width resurfacing prior to a street segment suffering more than 15 percent base failure, which would require significantly costlier reconstruction work.

Economic Development/Development Review Process top
P24 Establish development facilitation programs/strategies and joint partnerships to accomplish the following:
 
  1. Form partnerships, where feasible, to jointly pursue large scale development project so as to stimulate development in key areas targeted for growth, such as at rail transit stations.
  2. Develop community-level transit accessibility plans which seek maximum opportunities for entrepreneurial services and other private sector initiatives, such as private sector participation in funding of shuttles or DASH service.
  3. Form partnerships, where feasible, to jointly pursue location of ZEV and AFV production facilities in the City of Los Angeles.

P25 Initiate a series of district and center demonstration projects which employ pro-active measures for both attracting development to the centers and improving the physical and social environments of the centers and surrounding neighborhoods. P26 Promote the commercialization of electric vehicles and other forms of electric transportation as a means of improving both air quality and economic development.

P27 Develop an Entrepreneurial Transit Opportunities program to encourage the development of community-based transit services such as shuttles that would be run by owner-operators.

P28 Maximize environmental review process efficiency through:
 
  1. The use of master environmental databases, and the Citywide General Plan Framework (CGPF) database, where appropriate;
  2. The use of consistent environmental assessment criteria for public and private development projects undergoing environmental review, as appropriate;
  3. Modification of Planning Department Standard Conditions for Mitigated Negative Declarations related to parking for development projects at the following locations:
    1. Centers and districts (consistent with the TIMP for each respective center or district);
    2. Proximity of 1,500 feet or less to a fixed rail station;
    3. Proximity of 750 feet or less to a major bus route intersection.

P31 Establish a Citywide transportation database to be used in the Transportation Element monitoring program. The database should include at a minimum:

  2. Measures of mobility (including levels of service and mode split as well as vehicle miles traveled/vehicle hours traveled);
  3. Measures of plan implementation (such as TIMP adoption/LAP adoption).

P36 Periodically evaluate fee structures, both in terms of monetary costs to developers and to the City in relation to other cities in the region. In connection with this evaluation, review the permit processing procedure in order to minimize or eliminate administrative complexity. Where appropriate, revise existing fee structures. In addition, periodically evaluate the fee collection schedules for infrastructure maintenance and improvements.

P37 Take the following procedural actions in relation to the City's parks, greenway and open space resources:
 
  1. Provide for the installation of street trees to maintain open space corridors by developing a system incentives for private implementation of a street tree plan, including commitments of public maintenance for street trees planted through private efforts.
  2. Provide tax benefits for land gifts to the City (such as riverfront properties).

P38 Continue to cooperate with regional agencies, such as the South Coast Air Quality Management District, to develop regional transportation-related emission reduction measures. Many of the most effective measures to reduce vehicles trips require regional implementation. Consider the following potential strategies in this effort:
