A. TRANSPORTATION ELEMENT IMPLEMENTATION PROGRAMS
|
|
An implementation program is an action, procedure or program which
carries out General Plan/Transportation Element policy. The
Transportation Element of the General Plan is implemented by a broad
range of programs which encompass amendments to existing plans,
ordinances, development standards and design guidelines; capital
investments/projects; coordination of economic development / development
review processes; and interagency / interjurisdictional coordination. This
Chapter Section A describes each of the implementation programs and
identifies the City agency(cies) responsible for implementation. Each
program is preceded by the letter "P" and a number which are used as a
reference in Chapter IV by the pertinent policy(ies) which it implements.

Section 6 of the City of Los Angeles
Bicycle Plan (Chapter IX of this Element) also includes a list of
implementation programs specific
to the Bicycle Plan.

|
Program implementation is in large part contingent upon the availability
of adequate funding. Funding is likely to change over time due to
economic conditions and to fluctuations in the priorities of federal,
state and regional funding agencies. An investment strategy for
transportation infrastructure is presented in Section B of this Chapter.

while replacing their original lumens with more energy efficient lights;
- Participate in national and international studies and programs
relating to light use, management and control;
- Develop a data base of recommendations and model regulations which
can be applied in various communities within Los Angeles; and
- Develop recommendations for financing and enforcing regulations for
control of obtrusive light.

- Require whenever practicable, driveway access to buildings from side
streets or alleys in order to minimize interference with pedestrian
access and vehicular movement (for properties with frontage along major
or secondary highways).
- Require, whenever possible, off-street loading/dock facilities for all
non-residential buildings, sufficient to accommodate the shipping and
receiving needs of such buildings.
- Require expanded truck loading and turning areas on-site in
industrial areas and for large shopping centers.
- Revise geometric design standards for street intersections in and around
industrial areas with high truck volumes.
- Encourage transit friendly site design, where appropriate. (See
also P9). This includes management of curb areas adjacent to transit centers
to facilitate smart shuttles and taxi queuing.
- Protect lower density residential areas from the intrusion of
"through traffic" by implementing neighborhood traffic management programs.
These programs shall include measures to reduce/control speeding and measures
(including partial street closures) to reduce traffic volumes on neighborhood
local streets. Any proposed partial street closure shall be subject to
approval by LADOT and the Los Angeles Fire Department.
