the (T)(Q) C2-2-O Zone. The applicant is also
requesting the right to sell alcohol during the hours of operation from 7:00 am

La Brea Ave. and 7069 Willoughby Ave.; Hollywood. CD 4. The Project Site is located on the northeast
corner of N. La Brea Ave. and Willoughby Avenue. The Project Site is
rectangular-shaped with commercial uses adjacent to the north, an alley and
commercial uses to the east, commercial uses across La Brea Ave. to the west,
and retail use to the south across Willoughby Avenue. The Site is approx. ½
block south of the City of West Hollywood border at Romaine Street. The total
area that composes the Project site is approx. 50,012.8 sq. ft. (or 1.148
acres). The Project Site is in the Hollywood Community Plan Area, zoned MR1-1
(Restricted Industrial Zone, Height District 1). The General Plan land use
designation for the Site is Limited Manufacturing, and the Site is within the
Los Angeles State Enterprise Zone (ZI-2374). The Project Site’s northern half
contains 2 buildings operating as storage space and the southern half contains
vacant land (formerly occupied with retail buildings which were removed). The
Project would remove all existing uses and buildings. The Project would be an
approx. 150,000 sq. ft., 7-story (75 ft.) mixed-use building with approx.
37,385 sq. ft. of ground-floor retail, and approx. 169 residential apartments
on levels 2 through 7. Retail parking would be provided in one subterranean
level and residential parking would be provided on levels 2 and 3. The Project
will require approval of the following: Discretionary: 1. A General Plan
Amendment to amend the Hollywood Community Plan to re-designate the Project
Site from Limited Manufacturing to Neighborhood Commercial; 2. A Vesting Zone
Change from MR1-1 to C2-2D; 3. Site Plan Review for a development creating more
than 50 dwelling units; 4. A Zoning Administrator’s Adjustment to permit a
5-ft. side yard setback on the northern boundary of the Project Site at the
first and second residentially-used levels in lieu of the 9 ft. otherwise
required; and 5. Haul Route permit to export up to 30,000 cubic yards of
materials. Ministerial: 6. A 35% increase in base

of 16 single family dwellings on 3 existing lots totaling 20,792.25 net sq. ft.
Each dwelling will be 3 stories, 30 ft. in height, with approx. 1,620 sq. ft.
of floor area. Each unit will have 2 covered parking spaces, and 4 guest
parking spaces will also be provided for a total of 36 spaces. A 20 ft. wide
private driveway from Irvine Ave. provides access to Lots 1-12 with access for
Lots 13-16 from the alley to the south. The project will require the demolition
of 3 four-unit buildings and 3 detached accessory garages including the removal
of 17 non-protected trees. This project will require a Valley Village Specific
Plan project permit compliance. The Specific Plan limits the 16 single family
dwellings on the proposed Small Lot Subdivision to 30 ft. in height (and restricts the density to one

29,158 sq.-ft. single family dwelling over a 1-level basement. The proposed
project also includes development of a swimming pool, pool house, guesthouse,
tennis court, and associated retaining walls. The project site is an approx.
80,000 sq.-ft. sloped, vacant lot. The residence and other site improvements
were recently demolished, with the exception of the tennis court at the
southeast corner of the property. The subject site is designated Minimum
Residential on the Bel Air- Beverly Crest Community Plan land use map and zoned
RE40-1. The site topographic survey illustrates that there are ten
20"-36" and thirty-four 12"-18" trunk diameter existing
trees, several of which will be removed. As proposed, the project requires an
approval of a haul route to permit the export of 3,534 cubic yards of soil.
