In accordance with the California Environmental Quality Act (CEQA), the City of Los Angeles (City), as Lead Agency, has prepared a Draft Environmental Impact Report (DEIR) for the proposed 2110 Bay Street Mixed-Use Project (Project). This notice provides the public, nearby residents and property owners, responsible agencies, and other interested parties with a summary of the Project, conclusions of the Draft EIR, information regarding the availability of the Draft EIR for public review, and the timeframe for submitting comments on the Draft EIR. Comments must be submitted in writing according to the directions below.

PROJECT DESCRIPTION:

The Project Site is currently developed with an existing surface parking lot, an open-air industrial shed to be incorporated into the new development (Shed Building), and an approximately 4,000 square foot manufacturing building to be demolished.

The Project proposes a new residential and commercial development including 110 live/work apartment units (67 studio units, 34 1-bedroom units, and 9 2-bedroom units), 113,350 square feet of creative office space, and 50,848 square feet of new commercial space that may include commercial retail, and/or restaurant floor area. The Project would include several buildings (a Live/Work Building with ground floor retail oriented on the southwest corner of the Site, a Retail Building with amenities oriented on the northwest corner of the Site, and an Office Building with ground floor retail oriented on the east side of the Site) with connections via pedestrian walkways, ground floor plazas and elevated terraces.

ANTICIPATED SIGNIFICANT ENVIRONMENTAL EFFECTS:

Based on the analysis included in the Draft EIR, the Project would result in significant and unavoidable impacts related to: Transportation (intersection impacts at Soto Street & Whittier Boulevard). All other potential impacts would be less than significant or mitigated to less-than-significant levels.
