On Thursday, November 9, 2023, Los Angeles City Planning will conduct a Virtual Information Session and Public Hearing for the Harbor LA Community Plans Update. The Public Hearing is a formal opportunity to provide public comment on the Proposed Plans to a Hearing Officer. The Public Hearing is used to collect comments and no decisions will be made at the time of Public Hearing. Participants may join the Public Hearing online or by phone at any time between 5:00 - 7:00 p.m. to offer testimony.

Proposed Project

The City of Los Angeles plans to update the Harbor Gateway and Wilmington-Harbor City Community Plans (collectively, “Plans” and “Plan Updates”), which guide land use and development in the Community Plan Areas (CPAs). The City proposes to:

  • Amend Plans’ goals, policies, programs, and land use map, including parcel-level General Plan Amendments to the Harbor LA CPAs;
  • Amend the City Zoning Map for Harbor LA CPAs;
  • Remove the Wilmington community from boundaries of the “Clean Up Green Up” (CUGU) Ordinance and embed CUGU standards in new zoning for the Harbor LA CPAs;
  • Make technical amendments to Los Angeles Municipal Code (LAMC Ch. 1 and Ch. 1A), Framework Element and Mobility Plan 2035 of the General Plan; and
  • Certify the Environmental Impact Report for the Plan Updates.

This effort may impact property use and development rights. City Planning will hold a Public Hearing for the City Planning Commission. The Plan Updates propose no specific development projects and apply only to properties located within the City of Los Angeles. This notice is also sent to property owners within 500’ of the Harbor LA CPAs boundaries. The Draft Environmental Impact Report (DEIR) for the Plan Updates is available for public review. The 60-day public comment period ends Monday, November 20, 2023 at 5 p.m. Review the DEIR at planning4la.org/harborlaplans or at the following City of Los Angeles locations: Los Angeles Public Libraries (Wilmington Branch, Harbor City-Harbor Gateway Branch, and Los Angeles Central Library), and Rosecrans Recreation Center. Written comments on the DEIR can be submitted via email.

Next Steps

After the public hearing, Los Angeles City Planning will prepare a written staff recommendation report for consideration by the City Planning Commission (CPC). The CPC will hear the Plan Updates Thursday, February 8, 2024, at Los Angeles City Hall in Room 340 at 200 North Spring St., Los Angeles, CA 90012. Interested parties, who have subscribed to the Harbor LA Community Plans email notification list (planning4LA. org/harborlaplans), will be notified via email and the City Planning Commission’s agenda will be provided no later than 72 hours before the meeting at Planning4LA.org/hearings.
